Judge McConnell ordered the Donald Trump administration to deliver full SNAP payments to states by Friday, citing the potential for “needless suffering” and overburdened food pantries if the funds were delayed further. The decision follows a lawsuit filed by the progressive group Democracy Forward, which argued the USDA’s refusal to distribute benefits was arbitrary and violated federal law.

“The evidence shows that people will go hungry, food pantries will be overburdened, and needless suffering will occur,” McConnell claimed. “Last weekend, SNAP benefits lapsed for the first time in our nation’s history. This is a problem that could have and should have been avoided.”

Earlier, the administration announced it would partially fund SNAP using $4.65 billion in contingency funds, covering roughly 65% of benefits. At a Thursday hearing, the government claimed that delays were a “state problem” since some states hadn’t yet distributed the partial payments.
